The Quebec English-Language Production Council (QEPC) is the one and only voice for English-language film and television production in Quebec.
We represent producers, creators, and industry partners within Quebec’s Official Language Minority Community (OLMC), ensuring that their work receives the recognition, visibility, and support it deserves.
We believe great stories don’t happen in isolation. That’s why we unite established and emerging producers, key creatives, suppliers, and financiers — building a network that keeps Quebec’s English-language production scene thriving across languages and cultures.
QEPC’s mission is to strengthen English-language media production and funding in Quebec.
We conduct research, advocate for equitable policies, and collaborate with government institutions to better serve our industry. We also nurture new talent and provide mentorship and networking opportunities to our members.
We work closely with French and bilingual producers, because we know diversity is our strength.
And because supporting emerging talent is key to building a thriving future, we run two flagship programs:
- The Producers’ Mentorship Program — guiding emerging producers through the creative and logistical landscape of production.
- The Business Accelerator Program — helping producers strengthen the business side of their operations so they can scale and sustain their work.
The Quebec English-Language Production Council (QEPC) serves as the official voice of Quebec’s English-language production community.
Under the Official Languages Act and the Broadcasting Act, the Government of Canada and its institutions must consult with QEPC when designing and implementing measures to support official language minority (OLMC) production.
This legal recognition ensures that English-language producers in Quebec have a formal voice in national policy discussions — safeguarding equitable funding, visibility, and long-term growth for our community’s creators.
Through this mandate, QEPC continues to advocate directly with key partners including the CRTC, Telefilm, Canada Media Fund, and the Department of Canadian Heritage.

OUR HISTORY

Following QEPC’s recommendations, Quebec increased its production tax credits, helping attract more investment and boosting opportunities for both established and emerging producers in the province.
QEPC collaborated with the Canada Media Fund (CMF) to establish the Anglophone Minority Incentive (AMI) Fund, the first dedicated pool of funding designed to support English-language creators in Quebec’s official language minority community.
QEPC successfully negotiated a 6% OLMC production quota with CBC, ensuring that at least 6% of its independent production originates from English-language creators in Quebec.
This agreement was renewed in 2022, reaffirming CBC’s long-term commitment to linguistic diversity and representation.
QEPC formalized an Official Language Minority Collaboration Agreement with the National Film Board of Canada (NFB), opening new creative and production opportunities for English-language producers through co-development and resource sharing.
Through sustained advocacy, QEPC secured a 25% OLMC production bonus for private broadcasters, encouraging greater investment in English-language programming and ensuring a more balanced cultural presence in Quebec media.
With support from the Canada Media Fund, QEPC launched the Official Language Minority Communities (OLMC) Mentorship Program, providing emerging producers with professional guidance, industry mentorship, and direct pathways to funding opportunities.
QEPC’s advocacy helped secure key OLMC consultation powers within the Official Languages Act and the Broadcasting Act, ensuring that English-language producers are represented and protected in federal cultural policy and regulation.
QEPC worked with the Canada Media Fund to revise the AMI Fund’s guidelines, resulting in increased access and higher funding levels for English-language producers in Quebec’s minority community.
QEPC, in partnership with Telefilm Canada, the English-Language Arts Network (ELAN), and the Association des Producteurs Francophones du Canada (APFC), signs historic agreements to strengthen English- and French-language minority producers in Quebec and across Canada. This milestone expands funding, visibility, and long-term support for Official Language Minority Community (OLMC) creators and production companies nationwide.

The Quebec English-language Production Council is celebrating landmark milestone: securing official certification for an independent production fund dedicated exclusively to linguistic minorities, both English-speaking in Quebec and French-speaking across Canada. This historic achievement, led by lawyer and QEPC member, Stéphane Moraille, and the invaluable support of key partners including the Association des producteurs francophones du Canada, establishes a vital and long-overdue precedent for production funding focused on linguistic minority communities. While funding is not yet in place, this certification creates a powerful and permanent pathway: one that will support future projects, amplify underrepresented voices, and strengthen the fabric of our sector for generations to come.

We are currently in negotiations with the CRTC, Canada Media Fund, the Department of Canadian Culture and Identity, the Commissioner of Official Languages, and the Treasury Board to ensure that Bills C-11 and C-13 are interpreted in ways that benefit English-language producers.

We’ve even commissioned a legal opinion confirming that defunding CBC’s English network would violate the Official Languages Act. As an OLMC production association, the QEPC has standing to take the Federal Government to court if such an attempt were ever made.
