Telefilm Signs Historic Agreements with Official Language Minority Communities (OLMCs)

The QEPC is proud to be part of a landmark moment for Canada’s audiovisual industry. Together with Telefilm Canada, the English-Language Arts Network (ELAN), and the Association des Producteurs Francophones du Canada (APFC), we have signed two historic agreements supporting Official Language Minority Communities (OLMCs) across the country.

These agreements represent a major milestone in amplifying the voices of OLMC creators and strengthening production companies that serve minority-language audiences. They align directly with Telefilm’s 2024–2027 Strategic Plan and Official Languages Action Plan, emphasizing equity, diversity, and inclusion within the industry.

A Step Forward for English- and French-Language Producers

The agreements were developed to provide long-term, meaningful support for OLMC producers in Quebec and across Canada. They include new measures to:

  • Increase production and development funding for OLMC creators by 5–7%

  • Enhance visibility, research, and data sharing within the OLMC community

  • Strengthen diversity and representation across Canada’s audiovisual sector

“This collaboration marks a key step toward supporting the vitality of Quebec’s English-language creators,” says Michael Solomon, Executive Director of QEPC. “Together with Telefilm Canada, ELAN, and APFC, we’re ensuring that official language minority communities have the resources and recognition they need.”

Looking Ahead

This partnership reflects several years of advocacy and collaboration among OLMC organizations and Telefilm Canada. It’s a crucial step in building a stronger, more inclusive production landscape — one that offers English-language producers in Quebec, and minority-language creators nationwide, the opportunity to grow, connect, and thrive.
