WHO WE ARE
The Quebec English-Language Production Council (QEPC) is the only organization dedicated to advancing English-language film and television production in Quebec.
We represent producers, creators, and key industry partners, working to secure funding, visibility, and lasting support for English-language storytelling.
By collaborating with French and bilingual companies, we strengthen the province’s production ecosystem — ensuring Quebec’s creative community thrives across languages and cultures.
PRODUCERS’ MENTORSHIP PROGRAM
A hands-on initiative pairing emerging English-language producers with experienced industry mentors. Participants receive creative guidance, production support, and real-world insights to navigate funding, logistics, and collaboration in Quebec’s bilingual production landscape.

BUSINESS ACCELERATOR PROGRAM
Designed for mid-career producers ready to scale, this program strengthens the business side of production — from budgeting and financing to long-term sustainability. Members gain practical tools and mentorship to grow their companies and take their projects to the next level.

INDUSTRY MIXERS & FILMS SERIES
QEPC’s bimonthly mixers and upcoming Film Series connect members, celebrate achievements, and showcase English-language talent from Quebec’s vibrant production scene. Screenings and talk-backs offer a space for networking, recognition, and creative exchange.
MILESTONES IN ADVOCACY

QEPC’s advocacy led to over $500 million in new production funding for Quebec, including $260 million for English-language projects and $263 million for French-language productions.
This marked the beginning of QEPC’s measurable influence in ensuring equitable access to resources across both official language sectors.

Following QEPC’s recommendations, Quebec increased its production tax credits, helping attract more investment and boosting opportunities for both established and emerging producers in the province.

QEPC collaborated with the Canada Media Fund (CMF) to establish the Anglophone Minority Incentive (AMI) Fund, the first dedicated pool of funding designed to support English-language creators in Quebec’s official language minority community.

QEPC successfully negotiated a 6% OLMC production quota with CBC, ensuring that at least 6% of its independent production originates from English-language creators in Quebec.
This agreement was renewed in 2022, reaffirming CBC’s long-term commitment to linguistic diversity and representation.

QEPC formalized an Official Language Minority Collaboration Agreement with the National Film Board of Canada (NFB), opening new creative and production opportunities for English-language producers through co-development and resource sharing.

Through sustained advocacy, QEPC secured a 25% OLMC production bonus for private broadcasters, encouraging greater investment in English-language programming and ensuring a more balanced cultural presence in Quebec media.

With support from the Canada Media Fund, QEPC launched the Official Language Minority Communities (OLMC) Mentorship Program, providing emerging producers with professional guidance, industry mentorship, and direct pathways to funding opportunities.

QEPC’s advocacy helped secure key OLMC consultation powers within the Official Languages Act and the Broadcasting Act, ensuring that English-language producers are represented and protected in federal cultural policy and regulation.

QEPC worked with the Canada Media Fund to revise the AMI Fund’s guidelines, resulting in increased access and higher funding levels for English-language producers in Quebec’s minority community.

QEPC established a new Official Language Minority Collaboration Agreement with Telefilm Canada, ensuring ongoing support, visibility, and long-term funding commitments for English-language creators in Quebec.
